Introduction to Alcohol
Alcohol is a primitive, toxic substance known to cause severe health problems to humanoid and certain non-humanoid species. It comes in many forms including beer, liquor, and wine, yet all of these contain the same psychoactive drug called enthanol. Despite its negative side effects, alcohol is (and always has been) popular throughout the Alpha and Beta quadrants. It is often used as a relaxation and socialization aid, however it has highly addictive properties and is often prone to abuse.
USS Dallas, like all Starfleet ships, promotes a safe and healthy work environment for all of its crew members. The consumption of alcohol is a personal decision made by individuals. It is not strictly forbidden, however several regulations are in place for those who choose to consume, which must be adhered to at all times.
Responsibility
All crew members are responsible for their own actions. Responsible use of alcohol is defined as the application of self-imposed limitations of time, place and quantity when consuming alcoholic beverages. Responsible drinking is defined as drinking in a way that does not adversely affect an individual's ability to fulfill their obligations and does not negatively impact the individual's job performance, health, or well-being, or the good order and discipline in a unit or organization.
General Policy
- Crew members are permitted to possess up to 1.5 L (2 bottles) of wine or 2.13 L (a 12-pack) of beer in their personal quarters.
- Permission to possess more than the standard allowed amount of alcohol may only be granted by the ship's commanding officer or executive officer.
- All alcohol brought aboard the ship must be declared to the Operations department and checked upon arrival.
- Alcohol may not be consumed in public areas without prior authority from the commanding officer or senior officer on duty. Consumption in mess halls and some designated crew lounges is allowed.
- Consumption and possession of Romulan ale is allowed, as per the Jenolan Accords.
- Any personal breweries/distilleries must be authorized by the command staff. The science laboratories may NOT be used for alcohol production.
Abuse Policy
- Alcohol abuse and resulting misconduct will not be condoned. On-duty impairment due to alcohol consumption will not be tolerated. Impairment of crew members is defined as having a blood alcohol content equal to or greater than .10 grams of alcohol per 100 milliliters of blood.
- There will be no alcohol consumption during a crew member's duty shift unless specifically authorized by the commanding officer or department head.
- Underage drinking is strictly prohibited. Starfleet policy dictates that the minimum age for dispensing, obtaining, consuming, and possessing alcoholic beverages is 18 equivalent Earth years. Any underage crew member using alcoholic beverages will be immediately referred to the Medical/Counseling department for evaluation and subsequent therapy, and will be disciplined appropriately by the command staff.
- Crew members should never permit alcohol to:
- Impair rational and full exercise of their behavioral and physical faculties while on duty
- Reduce their dependability and/or reliability
- Bring discredit upon themselves, another crew member, or Starfleet as a whole
- Result in behavior that is in violation of this regulation
- Officers and supervisors who have identified crew members who have abused alcohol must refer them to the Medical/Counseling department within 24 hours for screening, education/training, and/or rehabilitation as necessary or may themselves face disciplinary action.
