With the Jenolan Accords in place, Undine attacks no longer being an occurrence and a clear end in sight to the Iconian threat, Starfleet and the Federation is beginning to enjoy a respite from conflict with other galactic powers, and with continuing pleasant relations with the reformed Cardassian Union, exploration ventures are once more taking place in the depths of the Alpha Quadrant.

Warp drive isn't instant, even in STO with the vast transwarp speeds, over shorter distances the power requirements would be unfeasible and travel would take time. There will be travel time between destinations that varies depending on warp speed, putting a large focus on character development and interaction.
Resurgency as a title is due to the Federations "Resurgence" to exploration, as well as the Cardassians once again becoming an important part of the galactic community.
